23 February 2006: CEWEP's Statement on the Waste Framework Directive

CEWEP welcomes the approach the Commission has taken on the revision of the Waste Framework Directive (WFD), in particular regarding the clarification of the definition of (energy) recovery with regard to Municipal Solid Waste (MSW) Incinerators, based on energy efficiency criteria.

It takes into account the technical development of these plants over the last few years, treating waste in an environmentally sound way and producing energy from it. So Waste-to-Energy (WtE) plants have become an essential part of both the waste management and the energy supply network.

However, the energy efficiency factor of 0.6, which is proposed in Annex II (R1 formula), is too high. The factor 0.5 would be absolutely sufficient and ambitious enough for the WtE sector.
